For me right now it would be that all employees understand the risk and stand together as a Human Firewall, meaning that they are intrinsically motivated to learn about Cybersecurity threats and how they can help in their specific role to prevent anything from happening and they want to and know how to report not only Phishing but also mistakes they made for the Cybersecurity Team to act promptly for an issue to increase.
